Well I don't recommend you pulling license plate data for the purpose of road rage revenge. However, I can give you a few tips if you do happen to have a license plate that you would like to pull information from.
First off there are several services available on the internet that have this information available to you. Most license plate information is going to live within each state's DMV records at least for the United States is concerned. If you are outside the United States then you probably want to do some extra research into where this information is available as I don't know.
DMV records are considered public however, to get ahold of the information even from the DMV itself you will probably have to pay a fee to do so. Many resellers of information will purchase entire DMV databases at wholesale and offer up access to those databases for a nominal fee. If you are wanting to just do a single search then you probably want to look for a service that offers a per search offering. If you think you have the need to pull this sort of information on a regular basis then your best bet would be to take advantage of one of the monthly subscription services that is offered. Do some shopping around so you know your getting the best deal and the highest quality of information.
