On October 30, 1989, the Lockout/Tagout Standard, 29 CFR 1910.147, went into effect. It was created to help reduce the death and injury rate caused by the unexpected energization or start-up of machines, or the release of stored energy. 122 deaths and 28,400 lost work days are attributed to this area each year.

Lockout
The placement of a lockout device on an energy-isolating device, in accordance with an established procedure, ensuring that the energy- isolating device and the equipment being controlled cannot be operated until the lockout device is removed.

The Lockout/Tagout Standard
Workers performing service or maintenance on machinery and equipment are exposed to injuries from the unexpected energization, startup of the machinery or equipment, or release of stored energy in the equipment.
