Such action is not flirting, it fails twice: 1) since she probably doesn't know you, she's not going to take it seriously, 2) a girl can't feel nice about herself when addressed in such a fashion; guys who do this are losers, not flirts.

Within the boundaries of these guidelines, your personality will ooze forth and you'll stand out in the crowd. Doing fine with women is basically being your old friendly fun-loving self, bolstered by self-confidence, having some life skills, and knowing how to flirt.
