It's probably hard to figure why on earth would anyone want to celebrate this little known holiday, but maybe I can answer some of your questions :)
It is not a national holiday but you can celebrate any way you wish!

The Holiday
Measure Your Feet Day is always celebrated on January 23rd.It is celebrated typically by measuring both your feet; the length and the width.
Have fun and measure everyone's feet. Use a long ruler to do so.
Make sure they are clean and smooth. Pamper your feet. Celebrate their form, what they are made up of, the shape of them and the toes and celebrate in their usefulness. Remember without them, you could not walk or run. You could not move.
Protect them from all the nasty conditions and diseases that they can develop.

History of Measure your Feet Day
Where did it come from?
'Shelbing' is high-fiving with your feet in Iceland, a popular past time and activity in this country. In Spring, Icelanders would measure their feet and join forces with another. This would then lead to celebrating the coming of the rains until dark.
The ceremony soon became known throughout the world and the world leaders wanted to know how they could commemorate this ceremony.
Apparently it was President Taft who moved the original day back a week because it interfered with his D&D night.

How to Measure Your Feet
Get Your Family Involved
Tape a piece of paper larger than your foot on to the floor. (Best on hard floors rather than carpet for obvious reasons)
Place your foot on the paper and trace around its outline. Do not wear shoes! Hold the pen/pencil upright. If you need help, you can ask a friend to do it for you.
Using a ruler draw a straight line at the bottom, top and sides of your foot outline.
Measure the length of your foot to the nearest measurement with a ruler or tape measure. Write this number down somewhere.
Now measure the width of your foot at the widest point. Write this number down.
Repeat with the other foot and use the measurements of your largest foot.
Now convert those figures to a shoe size using:

- I've not had my feet measured for years! Since my two bunionectomies of last year, my feet seem a wee bit shorter. I think the bone removal shrunk them a bit.
