MADP and Medicare Changes in 2011
There are two major changes to the Medicare Enrollment periods in 2011:
- The Annual Enrollment Period (AEP) has been moved from Nov. 15 - Dec. 31 to Oct. 15 - Dec. 7. During this period you may add, change or drop a Medicare Advantage / Prescription Drug Plan.
- The Medicare Advantage Open Enrollment Period (OEP), which ran between Jan. 1 and March 31, has been eliminated. Previously, this enrollment period allowed you to either switch Medicare Advantage Plans or drop the Medicare Advantage Plan and return back to Original Medicare. Instead, there is now the new Medicare Advantage Disenrollment Period (MADP) running from Jan. 1 through Feb. 14. The details of this new disenrollment period are described below.
Disenrollment Options
What are your disenrollment options under the new Medicare Advantage Disenrollment Period? As of 2011, you can now ONLY DISENROLL from the Medicare Advantage Plan. In particular:
- You can disenroll from your current MA-PD (Medicare Advantage with Prescription Drug Coverage) and return back to Original Medicare. In this case you MUST also enroll into a standalone Prescription Drug Plan (PDP).
- You can disenroll from your current MA (Medicare Advantage only, i.e. without Prescription Drug Coverage) and return back to Original Medicare. In this case you CANNOT enroll into a standalone Prescription Drug Plan.
- You CANNOT switch from one Medicare Advantage plan to another.
- If you have Original Medicare or Original Medicare and Part D (PDP), the AEP is NOT applicable to you.
Medicare Supplement
If you return to Original Medicare, you will need to decide whether to buy a Medicare Supplement, also known as Medigap. Medigap is a health insurance policy sold by private insurance companies that help fill in the gaps of Part A and Part B coverage. There are 10 standardized plans, each covering a specific set of benefits. As in Original Medicare, you may use it with any doctor or hospital that accepts Medicare.
However, most insurance companies providing Medicare Supplement will use medical underwriting to decide whether to accept your application (the only exception is if you are covered by the Guarantee Issue Right). How to Proceed
- If you plan to enroll into Medicare Supplement, you must first get approval from a Medicare Supplement Insurance company. Medicare Supplement Insurance companies usually require a copy of your disenrollment request to the Medicare Advantage Plan.
- If you want to return to Original Medicare and get Part D coverage, just enroll into the PDP plan of your choice. You will automatically be disenrolled from your old Medicare Advantage plan.
CMS Clarification
Recently Centers for Medicare & Medicaid Services (CMS) issued the following MADP clarification. It includes:
- Medigap Rights: Using the MADP does not give the beneficiary guaranteed issue rights under federal law to prevent health-based underwriting of the Medigap policy premium.
- Effective Dates: The effective dates of the MA disenrollment under the MADP and the PDP enrollment under the coordinating Part D special election period (SEP) do not have to be the same. However, the individual must make a Part D election by the end of this SEP or wait until the next valid Part D election period in order to enroll in a PDP.
- Verification of SEP Eligibility: To process a PDP enrollment request made using this SEP, the enrolling PDP will verify the existence of either an MA disenrollment, or an MA enrollment that will be terminated by the PDP enrollment request.

- Mom warned me that this would make my head hurt. I think it would be wise to have an expert help me make decisions on Medicare supplemental insurance when I'm old enough to enroll in another 5 years. We welcome this helpful lens to Senior Geek Squids!
