You can get neon gel pens just about anywhere. The great thing about gel pens is that the pigment, which is suspended in the gel, is opaque. This is not like ink (except maybe India ink), which tends to be somewhat transparent, or at least translucent.
This is most noticeable on darker colors of paper and card. As all scrap-bookers and craft enthusiasts will know this is not great news. Regular ink rarely ever shows up properly on dark paper / card.
Hence, the use of neon gel pens : they show up, no matter what, because the pigment is opaque, and doesn't let any of the underlying color through.
Neon gel pens are best bought in bulk, even if the overall cost is a little higher, as the cost per unit will be really good value. And, once you start putting ink (well, pigment) to paper, you will use up your supply quite fast...

The range includes the LTD and Premier pens, which offer a few refinements over the standard 207 pen, but with limitations on the colors supplied. Clearly the more expensive pens are aimed at the business, rather than the home, market.
