A FEW THINGS TO CONSIDER
There are a couple of things to keep in mind when planning to travel to Maui on a limited budget. The most important is to make early decisions about what kind of travel and living accommodations you will need, what types of activities you and your family would enjoy and exactly the limits of your budget. Depending on the dates of your travel, you might need to make reservations as much as a year in advance for some elements of your trip.
In general there are two travel seasons on the island; the "high" season and the "low" season. Read this as the "expensive" season and the "regular" cost season.
The high season is from December 15th through April 15th. The rest of the year is the regular season. The high season covers the holidays such as Christmas and New Year and the cold weather in North America. It's a great time to be in Hawaii. As such, you can expect that prices for such things as living accommodations will be much more expensive than in the regular season, as mush as double the cost in some instances. You will also find that air travel costs, restaurant costs and activities in general will be more expensive than in the rest of the year. Also, the island will be more crowded so services such as restaurants and shops will be slower. Motor traffic will also be much more congested during the high season.
The implication being that if timing is not a factor in your vacation and funds are limited you would be wise to avoid the high season.
However, there are some things that happen around Maui that take place only in the winter, namely the arrival of Humpback whales in early December. They provide a spectacular sight in the channels surrounding Maui and this is very important to some people. The prospect of dependable warm weather during this time also brings many people to the island during the high season.
WHERE TO STAY ON MAUI
On Maui you will find a wide variety of accomodations. Depending on the size of your group, from singles, through couples to families and other gatherings, there is "just the right place" to stay. You can find world class resorts where your every need and want is catered to in royal (alii) style, through all types of hotels, through fully furnished condominiums, through renting homes and apartments. The accomodations can be ocean front on the beach, In town through "up country" on the flanks of one of the two (dormant) volcanoes on the island.Of course the cost of accommodations varies with the type, size and location of the property. You can expect to pay much more for space in a luxury resort than in an upcountry bed and breakfast. It will serve you well to contact one of the many travel companies in Maui to explore your options and to make your reservations.
A FEW WORDS ABOUT RENTAL CARS ON MAUI
You may be tempted to rent your car from one of the so called "economy" rental companies. There are several on Maui. You should know that they typically rent older, less dependable cars and their back up service is usually not as prompt as with the national rental companies. The last thing that you want is to have a problem with your rental car on your vacation.

WHAT TO PACK FOR MAUI
The typical dress on the island is shorts, t-shirts and sandals. Almost everywhere you will find things very casual and relaxed. You will even see signs on the doors of some places to the effect of "NO SHOES, NO SHIRTS, NO PROBLEM". If you are staying at one of the high end resorts you will find that more formal "resort wear" is appropriate from time to time, such as at dinner. Even at these resorts, casual clothing is how most people dress.Obviously, as you are on an island, beachwear will most likely be needed. There is a wide variety of beaches on Maui. All beaches are public by law, even those in front of luxury resorts. Most are sandy, with warm water which makes for comfortable swimming or other ocean activities. You will see almost any kind of beach wear you can imagine, including a few "clothing optional" beaches. Even while these beaches are illegal, they do exist.
You will find that the locals are generally quite family orientated, religious people and are quite conservative. Topless sunning for women is frowned on, and is in fact illegal.
A few words on swimming in the ocean. Remember, the ocean around Maui, while warm and inviting is "open ocean" and not "Disney World". As such, it can be dangerous. Pay attention to warning signs such as "rip currents", "rough waves" and the like. You should also be aware that while rare, sharks do live in the waters around Maui. It is best not to swim at dawn or dusk as these are the prime feeding times for sharks.
Other than clothing, your normal travel personal items, including ample sun screen will be needed. Most people pack too much, trying to cover all contingencies. Remember, you have almost all of the stores that you have at home on the island, including Wal-Mart, Costco, Kmart etc. If you forget an item or an emergency comes up you can pick up what you need as easily as on the mainland. Another factor is the baggage limitations of the airlines. In general, pack light for your trip to Maui.
There is no need to bring food items to Maui. In fact, certain food items, such as fresh fruits and vegitables are illegal to bring to the island because they may have parasites or other invasive creatures that could harm the ecosystem of Hawaii. Such items, even if you carry fruits for you travel consumption, may be confiscated at the airport on your arrival at Maui.
There are super markets such as "STAR MARKET" and "SAFEWAY" on the island for your food shopping if you are staying where you can prepare some of you meals. You will find some items more expensive than on the mainland, but some items are less expensive. There is also an abundance of convenience markets for snacks and small items. Beer and liquor are sold in the major supermarkets, but not on Sundays.
