Offshore Banks
Offshore banks in the most generic sense are banks located in a country different to the one you are resident in who accept foreign deposit holders. In this sense, many countries such as the US and UK (in addition to the more usual suspects such as Panama, Switzerland, etc.) would qualify as offshore banking centers. There are many reasons one might want to use an offshore bank, including asset protection and tax avoidance.
Offshore banking
There are a wide variety of offshore banks, located in a great number of offshore jurisdictions. There is not truly any such thing as a Best Offshore Bank, 'best' depending on your financial situation, however some offshore banks and banking jurisdictions are substantially better than others. Wikipedia has an article about offshore banks, which may be enlightening.
