Cost Per Action means the visitor to a site is taking action of some sort such as buying a product or registering for information.
Adsense for example is not a cost per action advertising model since the advertiser just pays when someone clicks on an ad. There is also advertising where the ads are paid for according to impressions. This is also not cost per action of course.
A good example of cost per action ads are the insurance ads where you can get free quotes for the insurance companies product.
