When the Italian police unveiled their state-of-the-art Lamborghini patrol cars, they cannot have been short of volunteers itching to take the supercars in pursuit of speeding criminals.
A team of elite drivers was trained to chase down speeding motorists and deliver urgently-needed transplant organs in the futuristic vehicles, capable of reaching more than 200mph.
What they apparently were not prepared for was a distracted motorist who pulled out of a petrol station without looking.
Today, a bandaged and bruised police driver may have had a tough time explaining how he managed to write off one of the force's prized Lamborghinis when he rammed it so hard into a line of parked cars that one of the stationary vehicles ended up on the police car's roof.
According to the police, the crash was caused by the driver of a slow-moving Seat Ibiza who emerged without looking from a service station, clipping the Lamborghini and sending the vehicle swerving into the parked cars.
The front end of the Lamborghini was crushed in the accident, near Cremona, and the driver and a passenger were injured, although not seriously.
The Lamborghini Gallardo, worth £130,000 and capable of reaching 62mph in four seconds, was one of a pair donated by the Italian manufacturer to the police to do battle on Italy's roads, where 1 million motorists are injured annually and 4,731 died last year.
Both cars include transmitters to send images back to HQ, a defibrillator for accidents and a fridge for transporting donor organs. The two officers were returning from a convention in Cremona, where they had been addressed a student audience on road safety.

Both have a point. It has never been in the running for automotive beauty contests: you know it's a car because it's got four wheels and moves, but aesthetically it has more in common with a vacuum cleaner or a desktop printer.

The City of Type in name of your city invites quotations for auto/truck body repair service for the City of Type in name of your city's vehicle/equipment fleet, as requested.
General
The City of Type in name of your city (hereinafter referred to as City) currently has a diverse vehicle/equipment fleet of approximately 340 units. Approximately 125 units of the fleet are passenger vehicles; approximately 75 units are light trucks to 3/4 ton; approximately 100 units are one ton and greater trucks; and approximately 40 units are miscellaneous pieces of equipment.
Each year, the City's Equipment Management Division (hereinafter referred to as Equipment Management) contracts out approximately $30,000 of auto/truck body related repair. The $30,000 figure is an approximation and is intended to be a guide for quotation purposes only. The actual amount of work required may substantially be greater or less than this $30,000 approximation. Historically, the majority of work contracted out for body repair concerns our passenger vehicles and light trucks.
Since every City vehicle is critical to public safety, i.e., police, fire, street/utility repair, it is imperative that all bidders demonstrate the ability to deliver prompt response, reasonable repair times, and quality work.
Further, each bidder is expected to comply with all current Federal, State, County, and Local regulations as applicable, including hazardous material/toxic waste requirements.
Bidders are requested to provide information as required in the blank spaces that follow.
Scope of Work
The Seller shall supply a variety of auto and truck bodywork as requested by the City of Type in name of your city's Equipment Management representative. Work may include, but not be limited to, straightening frames and body panels, welding, general body and fender repair, and paint/finish work.
Rates
The Bidder shall perform service and supply parts, as required, at the following rates which shall remain firm for the term of the annual order. All repair and maintenance jobs shall be subject to prevailing time and cost allowances for applicable vehicles currently listed in the "Chilton's Estimators' Guide" for the insurance company standard flat rate and parts schedules.
Hourly Rates: Bidder shall perform body and fender work at the rate of: $__________ per hour.

Simple Repaint - Minimal Body Work
The City may occasionally require the repaint of an older unit on which the paint has seriously deteriorated or on which the City wishes to change the color. In these instances the City is looking for a good price on a paint job when relatively little or no bodywork is required. Bidders please quote the following and attach copies of your written estimates for these two jobs:
Entire Repaint of 1990 Chevrolet Cavalier. Change of color from red to manufacturer's standard white including doorjambs. $
Entire Repaint of 1993 Caprice Patrol Car. Change of color from black and white to manufacturer's standard white including doorjambs. $
Pick Up and Delivery
The Seller shall provide pick up and delivery services at the City of Type in name of your city Corporation Yard at a rate of $________ per round trip. A complete round trip pick up and delivery shall constitute pick up of vehicles at the City of Type in name of your city Corporation Yard and prompt return of vehicle to same after completion of repairs or services. The City may, at its sole discretion, elect to deliver and pickup vehicles under this order when appropriate.
Hours of Operation
The Seller is expected, at a minimum, to substantially maintain similar hours of operation as Equipment Management, namely, Monday through Friday, 7:00 AM to 5:30 PM, excluding holidays. Please state your company's normal days open and operating hours:

Response Time
During normal business hours, (Monday through Friday, 8:00 AM to 5:00 PM) the seller shall provide estimates and/or pick up vehicle within four hours after being contacted by Equipment Management. Response time for emergency towing shall be within 15 minutes.
Towing
If requested, the seller shall provide towing service for damaged City vehicles. The rate within a five mile radius of the owner's place of business shall be a flat rate of $ per tow. The rate outside of the aforementioned five mile radius shall be $ per tow plus $ per mile. Additional assessment for freeway towing shall be $ per tow.
Repair Provisions
a) Estimates: For services requested by Equipment Management, a written estimate of the number of hours and parts required to perform the service shall be supplied by the Seller at the time the vehicle is delivered to Seller. If approved by the City, this shall become a ceiling as to the maximum cost for the particular repair order.
b) Basis for Repair Cost: If the price offered by the Seller for the job is considered unreasonable by the City or otherwise subject to question based on cost experience, or for any other reason, the City may withdraw the service requirement for that job.
c) Quality of Work: The Seller agrees that all work shall be performed by competent personnel, experienced and qualified to work on the specified make of automotive equipment, and that all work shall be performed in accordance with the best commercial practices and without delays. The Seller must have available suitable modern equipment necessary for the satisfactory execution of any repair job.
Equipment Management will inspect each vehicle immediately after the vehicle is returned to Equipment Management by the Seller. The Seller is expected to correct any deficiencies found without delay at no additional cost to the City. Repeated quality control problems shall be cause to terminate an agreement in force.
d) Parts and Materials: All material or parts furnished by the Seller and used on the repair of equipment shall be new and conform to the original equipment manufacturer's specifications unless otherwise approved, in advance, by the City's Equipment Management technical representative. Rebuilt assemblies or subassemblies may be used in the repair of equipment with prior approval of the City when such is standard industry practice, and the rebuilt assembly or subassembly carries the same warranty as a new assembly or subassembly.
e) Installation of City Supplied Materials or Parts: On occasion, the City will utilize materials or parts from retired vehicles as a cost savings measure. The Seller will be expected to install these materials or parts at the same rate as new parts excluding any pre-authorized repair/refinishing work to same.
Record Keeping
The Seller shall maintain detailed, complete, and accurate accounting records pertaining to time and material records of each job performed, including "work-in-progress". In the event that hidden damage is discovered during tear down, the Seller shall inform Equipment Management immediately. In no event shall the Seller proceed with new additional work without the express consent of Equipment Management.
Invoicing
The Seller shall submit invoices in duplicate, monthly, in arrears, for all work completed during the previous month. The invoices shall be in sufficient detail as to allow for verification.
Criteria for Award of Contract
Each bid response will be reviewed to ascertain which bidder would best serve the City. Criteria for award will be based upon the provisions listed above including cost, hours of operation, response time, shop capabilities, as ascertained by a site visit, and references. Upon evaluation of all bids submitted, the field will be narrowed to the three bidders who offer the best price, hours of operation and response time. Reference checks will be made and site visits may be scheduled to determine the most responsive bidder from among the three. The City, at its sole discretion, may split the award of this contract among various vendors to facilitate the most advantageous pricing.
Field Visit
Representatives from Equipment Management may visit the "top three" bidder's place of business. The purpose of the visit will be to better understand the capabilities of each of the "top three" shops.

Each bid response shall include a completed reference list from five local businesses for which the bidder has performed similar work. References of the "top three" bidders may be contacted. Specific comments from reference will be considered confidential.

What is the Autobody Compliance Program Initiative?

The Association recently participated in a meeting with the Environmental Facilities Corporation (EFC). The Corporation is charged with helping small business comply with Federal and State environmental requirements through their expert technical assistance.
The EFC, although it works with other state agencies such as the New York State Department of Environmental Conservation (DEC), is non-regulatory, and most of its actions are free and confidential. Among its technical assistance programs are completing permit applications, preparing emissions inventory, exploring alternative materials and coating for use in processes, and developing compliance plans. As an expanded service, they also provide environmental assistance, which include waste handling, such as solvents, waste oil, florescent lamps, and shop tiles. Also, water quality requirements are included, and they are involved in the bulk storage regulations.
The EFC is embarking on a new program called the Environmental Results Program (ERP). It is advertised as an innovative approach to improving the environmental performance. It targets sectors or groups with large numbers of businesses with small sources of pollution. ERP's goal is to supplement traditional compliance with monitoring and compliance assistance. It does not replace existing State and Federal regulations or regulatory sources and/or enforcement. The program is actively supported by the United States Environmental Protection Agency (USEPA), which provides grants and technical assistance. Currently such programs are operating in eighteen states. Each state develops a different implementation plan for different products. New York has chosen to provide assistance with compliance for the autobody repair shops.
By targeting sectors, EFC can gain a better understanding of the environmental requirements for pollution prevention practices for each industry. It can also officially address aggregate impact of a large number of small sources. Through this, a greater number of facilities are brought into regulatory compliance, and environmental performance of an entire sector can be evaluated.
Compliance assistance is communicated through plain language workbooks and workshops. They try to clearly explain the environmental and regulatory requirements placed upon the industry.
The compliance workbooks are usually multimedia and include air, hazardous waste, water, bulk storage, pollution prevention, and energy efficiencies. One of the foundations of the program is self-certification. Facilities certify to the DEC their compliance. Those businesses that are not in compliance develop a compliance plan and submit it to DEC. A self-certification is done through a checklist, which is developed by the corporation. Environmental compliance questions are answered yes or no. Facilities not in compliance submit a document known as the "return to compliance plan," which lists the deficiencies and target dates for correction.
A typical approach cycle includes:
Establishing sector inventory
Random base line inspections
Compliance assistance workshops
Distribute and evaluate self-certification forms and return to compliance plans
Target is to follow-up at problem facilities
Random post-certification inspections
Assess the results
A Pilot Program to encourage compliance will be initiated in DEC's region 4 and 9. Region 4 is Western New York, and region 9 is Albany and the Capital District. Included in the program is the DEC, EFC, and Empire State Development Corporation (ESDC), New York State Energy Research and Development Authority (NYSERDA), and New York State Foundation for Science,Technology and Innovation (NYSTAR). These teams will reach out to the industry groups for assistance and guidance.
The autobody shops are defined to include any commercial motor vehicle operation involving collision repair, vehicle painting, paint stripping, sanding, bodywork, and/or antique restoration, where the work is performed inside the building or structure.
The first step is to establish an inventory of the facilities that would be defined as autobody shops. The coalition will use existing databases such as the Motor Vehicle Department, Yellow Pages, and other sources of date to identify as many of the autobody shops in each region. Currently, 989 autobody shops have been identified in regions 4 and 9.
The tools that will be used in the program will be the compliance assistance workbook, inspection checklist, and self-certification forms. These will be developed from existing DEC materials and borrowed from states with similar programs. Autobody shops stakeholders will be trade associations, career technical centers and community groups. Their input would include compliance assistance using the workbook and developing the self-certification form.
One of the main provisions of the program is to conduct a baseline inspection. This establishes compliance rate of the autobody section and helps identify problem areas needing compliance and assistance. Facilities will be randomly selected from the 989 current facilities identified.
The outreach program will include inviting all autobody shop owners and operators to attend compliance assistance workshops. It will also provide language compliance assistance workbook and additional systems will be available from other sources.
Once the material is received, a group will identify the red tag facilities and non-responders. A review of the compliance plan will be reviewed and adjustments will be made of the inventory of autobody shops in these locations.
The expected time line for the program is as follows:
Sometime in April 2008, DEC will begin baseline inspection of randomly selected autobody shops in regions 4 and 9. Inspections will be on schedule and enforcement actions may be taken for observed violations.
Between May and September 2008 brochures will be sent to autobody shops in region 4 and 9 informing them of the DEC Autobody Shop Program and the dates and times for upcoming workshops. Workshops for the Autobody Industry in the two regions will include guidance on how to comply with environmental requirements, how to correct areas of non-compliance, and how to complete the autobody shop self-certification format. The workshop will also include information on pollution prevention and opportunities to bring business into compliance.
In September and October 2008 autobody shops in region 4 will conduct self-audits using the self-certification checklist, correct or develop a plan to correct any areas not in compliance and submit the self-certification form to DEC.
During November and December 2008 DEC will conduct follow-up inspections and a randomly selected sample of autobody shops in the two regions. Inspection will be on a schedule and enforcement action may be taken for observed violations.
In January and February of 2009 DEC will analyze the autobody shop results in the two regions and adjust and revise the material where needed.
The association believes that such programs to assist with compliance are usually helpful to the industry. The Environmental Facilities Corporation is business sensitive, and can be trusted to work with the industry toward compliance without major discomfort from violations. However, the inclusion of the Department of Environmental Conversation as the inspecting agency leaves us with a great deal of concern. We were told that major violations would result in penalties.
DEC penalties are historically draconian, and the Association has communicated to the EFC that any cooperation from the Association would be predicated on the assurance that DEC does not use this as an opportunity to penalize the industry.

News on EPA paint laws
EPA has new requirements to reduce air pollution of metals such as chrome, lead, cadmium, manganese and nickel compounds, and also to reduce methylene chloride fumes, from autobody refinishing work. These compounds pose health risks to anyone who breathes the air when these fumes are present. Many paints used in autobody refinishing work contain these compounds. The new regulations require autobody shops and refinishing businesses to do several things to prevent these metals from getting into the air during spray painting.
This is a short summary of things an existing shop must do before January 2011. New autobody shops must do all these before beginning to paint. Although EPA has no requirements for hobbyists or private citizens, two things should be noted:

All spray painting must be done in a spray booth
Full cars must be painted in a spray booth with four walls, a roof and a ventilation system. (Filters in the booth have to remove at least 98% of the particulates. Your filter provider can give you the right filters and necessary paperwork.)
Parts of cars must be painted in a booth with at least three walls or flaps, a roof and a ventilation system that pulls air into the spray booth.
Spot repairs must be done in an enclosure which prevents any mist from getting out of the enclosure.
Painters must use spray guns and techniques which reduce overspray (such as HVLP).
All painters must receive training. Owners must keep records of the training of each painter.

Paint spray gun cleaning cannot create any mist of cleaning solvent to the air. You may spray solvent through the gun for cleaning purposes using an enclosed gun cleaner or you may clean the gun manually.

You've got hail repair, dealer PDR, Auction PDR, Rental Fleet PDR, Retail PDR, and a whole host of other PDR Market segments that bring a pretty penny to the bottom line.
So, how much?
I can make this article really short and sum it up in a one-word answer:
A LOT.
But that wouldn't make for a nice bathroom read, would it?
So I will develop this thought out a bit more since I know my readers appreciate more gravy with their mashed potatoes.
Hail Repair techs are all over the board this year. Storms early in the spring were bringing anywhere from $600 per to over $4000, so it is wide and broad in the hail world.
Retail techs are reporting strong pricing with a bit of an upward tick. Good news for those who like the get-paid-daily program.
Dealer Techs have reported decent earnings, with a solid price floor and strong used car sales, providing good volume. That is good news when we thought we might have an off-sale car forecast.
Rental business is booming since the travel business is burgeoning. The work is involved we've heard with sizeable damage, but the rentals seem to be making money and are paying somewhat on time.
Auction PDR is also strong, since repos are way up and lease returns are bringing top dollar, benefiting from solid recon. Many PDR auction techs are seeing well over $1000 a day, and I know of several whom are netting over $3000 a day at the auctions. Insane, huh.
To recap, we are seeing VERY strong earnings and revenue in PDR in the first quarter of 2007, and this is looking like we will have an exceptional year for PDR bucks.
