Please attend IMC-2006 December 5-8, 2006 in Daytona Beach Florida to join asset management expert John Woodhouse for the US introduction of  PAS 55 the first publically available specification for asset management.  This document is quickly gaining acceptance in Europe, Australia and New Zealand and we are fortunate to have Mr. Woodhouse as a guest presenter at IMC-2006. 

Information about the Publicly Available Specification 55

PART 1

This Publicly Available Specification has been developed in response to demand from industry for a standard for carrying out asset management. It is applicable to any organisation where physical assets are a key or critical factor in achieving effective service delivery.

As a response to this level of interest, the decision to develop a formal reference document for asset management as a Publicly Available Specification, rather than a traditional BS or ISO standard, was taken in order to meet this demand at the earliest opportunity.

To ensure consistency with other related business system standards and to facilitate its alignment or integration, it was considered that asset management would be best standardised as a specification, with the information on implementing asset management distilled into key requirements. The criterion for including such requirements has been that, without then, the asset management system would be regarded as deficient.

This Publicly Available Specification has been based on the familiar BS ISO format comparable with widely adopted standards such as ISO 14001 and OHSAS 18001.


PART 2:

This part of PAS contains guidelines for the application of PAS 55-1. Please note that the terms and definitions are contained in PAS 55-1, and are not repeated in this part. The presentation style in similar to that adopted in BS EN ISO 9004:2000 (Quality management systems - Guidelines for performance improvements) and OHSAS 18002:2000 (Occupational health and safety management systems - Guidelines for the implementation of OHSAS 18001).

Many directors & analysts think "Asset Management" is all about corporate mergers & acquisitions, Return on Capital Employed and 'asset stripping'. Others have grabbed the phrase to mean 'more professional maintenance', or 'equipment tagging and tracking', or 'asset information & work management software'. A multi-sector initiative in Europe, backed by the British Standards Institute has now published PAS-55, to clear the air a bit and define what a joined-up physical asset management system needs to include. It requires a life cycle view and optimal mixture of capital investments, operations, maintenance, resourcing, risks, performance and sustainability, and it is already being adopted by industry regulators as a checklist of good governance (all electricity and gas distributors must be PAS 55 by 2008). This article looks at the emerging science and jigsaw puzzle of strategic asset management, and how we can join up some of the most important pieces.
