When using a picture, I start by asking questions.  If you look at the photo on your left, for instance, you may ask:

How many people do you see?

What are they doing?

Once you ask a few questions, give learners a chance to write a few questions in pairs.  Those learners can then ask their questions and before you know it, you have a discussion.
