The capacity for doing work. In physics it is the units of energy known as joules or erg.
Of course we all know not everything or everyone who could do work does work.
What Is Power?
The possession of controlling influence. In physics it is the rate of doing work; measured in watts (= joules/second)
So to have power you would have to possess the controlling influence to do work.
What Is Strategy?
A strategy is a long term plan of action designed to achieve a particular goal.
What Is Alternative Energy?
Alternative energy refers to energy sources which are not based on the burning of fossil fuels or the splitting of atoms. Examples are solar energy,hydro energy,wind energy,and bio fuels.

This brings us to the Department Of Energy's: Office of Energy Efficiency And Renewable Energy: Their mission:
"The Office of Energy Efficiency and Renewable Energy (EERE) works with business,

The government is offering money to develop and use better forms of energy.
