The Basics
You play by placing arrows on your board which causes the pieces you need to load to go in a direction. The object is to load each cannon with three things: The red bag-looking thing, which is no doubt gun powder, the white thing: The wad, and then, the cannonball.
They have to be loaded in this order, or you'll need to use the fourth piece, the bucket, to wash out the cannon so you can start over.
The Board
So, what many gunners do is, get on the station, look over the board, and, if it sucks, exit the puzzle and reenter. It doesn't hurt your standing at all if you do it quickly.
The question you should be asking now is: What am I looking for? A good gunning board allows your pieces to go in a circle around the cannons with a minimum use of your arrows to make it do so. Because you only have three arrows, you want to minimize the number of them it takes to make your circle, therefore maximizing the number of cannons you can load at once.
The ultimate board is one that requires no arrows to make your pieces go in a full circle around all the cannons. If that isn't do-able I usually aim to have my pieces circling two cannons. Then after I load those two I exit, and find a board that would let me load the other two.
