I work with a practicing Chartered Engineer we've come across many things that claim to offer fuel savings. we've seen enzyme pills, rare earth magnets, chloroparafin surface modifiers that really do reduce frictional losses in fact we've seen most things and tried a few. This product, Ethos FR, is the only one that has consistently performed and over performed in such a way that it's effects are unmistakable. It works in Diesel, petrol and LPG fuelled vehicles and is so simple to use that even my three 20 year old daughters can use it.
Quite how someone came up with this product is beyond me. It is a combination of 288 Esters and the benefits are that it improves combustion and therefore improves fuel consumption and dramatically cuts down carbon emissions. In very simple terms Esters are the chemicals that give things the characteristic smells - so the orange smells like an orange because of the particular ester.

Simple steps to save your fuel.
1. Use steel-belted radial tires. They increase gas mileage up to 10%.2. Don't use high octane gas unless your car is pinging and knocking or you have a high-performance engine and the manufacturer recommends premium gas.
3. Check your tire pressure weekly. For every pound of underinflation, you can lose up to six percent in gas mileage, so if your tires are five pounds underinflated, you'll use up to 30% more gas.
4. Don't top off your tank when pumping gas. On a warm day, gasoline expands and can overflow.

Watch traffic ahead of you so you can anticipate slow-downs and avoid stops.
8. Coast up to traffic jams by lifting your foot off the gas pedal instead of approaching at full speed and slamming on the brakes. It takes 20% more gas to accelerate to normal speed from a full stop than it does from four or five miles per hour.
9. Don't drive too fast or too slow. It takes 20% to 30% more gas to drive at 70 mph than 50 mph.
10. Maintain a steady speed on the highway. Avoid getting stuck behind slow cars where you have to slow down to their pace and then speed up to pass.

5th of June:Bikers protest against high Fuel prices with motorway go-slow
Up to 500 motorcyclists mounted a slow convoy into Manchester city centre at rush hour this morning to protest at the rising cost of fuel.
The bikers, who were joined by taxi drivers and about 30 lorry drivers, left Birch services on the M62 at 8am and rode slowly down the motorway.
"In terms of congestion, it's always busy round this part of the world, and at times it can be busier than the M25," said the Highways Agency spokesman Neil Sterio. "Traffic has been slowed down, but it hasn't been too different from normal."
This morning's action was the latest in a string of demonstrations around the country to draw attention to the effects on people's lives of soaring fuel prices. Lorry drivers converged on London and Cardiff last week, and fishers protested outside the Department for the Environment, Food and Rural Affairs on Tuesday.
The riders, on machines ranging from Harley Davidsons to mopeds, left the M62 at junction 12, taking the M602 towards Manchester before heading to Salford Quays on the A57.

Ryan air 'break even in 2009'
Budget airline Ryanair says it expects to only break even next year if oil prices stay near $130 a barrel, as it revealed a 20% rise in annual profit.
Net profit before one-off items rose to 480.9m euros ($748m; £381m) in the 12 months to the end of March, compared with 401.4m euros a year before.
It said it could absorb high oil costs even if profits fell in the short term.
Rising oil prices and an economic slowdown have raised concerns about the profitability of airlines.

COLOMBO: Sri Lanka raised fuel prices on Sunday and Bangladesh said it planned to increase them soon, the latest Asian countries to find that they can no longer afford to shield their people from soaring world oil prices.
Seeking to limit mounting losses at state-owned oil retailers, the two countries announced their steps a day after Indonesia raised fuel prices.
India, one of the largest Asian economies and the world's second-most populous country, behind China, is considering a similar move.
Sri Lanka raised prices for kerosene, gasoline and diesel 14 percent to 47 percent. Bangladesh Petroleum, the country's sole oil importer and distributor, has proposed fuel price increases of 37 percent to 80 percent.

Nationally, unleaded prices have risen by 4.5ppl to 112.6ppl in the past month. Diesel prices have risen by 6.8ppl to 124.2ppl. The price difference between unleaded and diesel has risen from 9.3ppl to 11.6ppl.
London recorded the highest price for unleaded at 113.3ppl followed by the South East at 113.1ppl. Yorkshire and Humberside again recorded the lowest price for unleaded at 111.6ppl. Wales recorded the highest diesel price at 124.7ppl. Yorkshire and Humberside still have the cheapest diesel at 123.4ppl.
Supermarket prices for unleaded also rose over the month by 3.9ppl to 110.7ppl. The gap between supermarket prices and the UK average for unleaded has increased to 1.9ppl.
Overseas prices have risen. The UK has the ninth highest unleaded price in Europe and the second highest diesel price.

Fuel price strike puts France in gridlock
French farmers and lorry drivers joined fishermen on Wednesday in protests against soaring fuel prices, blocking motorways and oil refineries, as other European countries followed suit.Riot police fired tear gas and charged farmers who had blocked a petrol depot in Frontignan, on the southern French coast. Two people were injured.
Further west, near Toulouse, 300 farmers used their cars to cut off a Total fuel depot, demanding emergency measures to help cope with the petrol price rise.
In Bordeaux, about 40 truck drivers halted traffic on the city's ring road.

But the three-week strike by French fisherman appeared to be losing momentum just as protests in other countries gathered pace.
In La Rochelle on the Atlantic - where the strike began - fishermen lifted a blockade of three oil depots and a third of the fleet returned to sea.
Blockades were suspended in the Channel ports of Boulogne-sur-Mer, Calais and Dunkirk until a meeting of European fishing ministers on June 23 and 24.
In Spain and Portugal, fishermen are calling an "unlimited" strike starting tomorrow, possibly joined by their Italian and Greek counterparts. Dutch drivers are planning a national day of action today.
President Nicolas Sarkozy reiterated his call for the EU to cap VAT on fuel.

153,000 miles and emissions less than 10% of what is allowed
This is where my story starts. Imagine the horror of an MOT with a previous advisory note that the emissions were close to the limit. 5 weeks before the test in July 2006 we started to use ethos FR as directed on the label. The previous test had produced results of 2.8 l/m with a limit of 3 l/m.Got the dreaded call from the garage and the car had passed. Picked it up and asked about the emissions test and was given a copy of the results and the readings were now under 0.3 l/m or less than 10% of the allowable limits. I was amazed and delighted - to adjust the fuel pump or even change the injectors was looking very expensive £400 plus. Jan 2008 Update
The car has now done 170,000 miles and is going from strength to strength. We recently did almost 500 miles of 75% round town driving on a tank of fuel which in this big heavy vehicle is unheard of. Normally we would anticipate filling up at about 400 miles of this sort of driving so to get to 500 miles is a real bonus and backs up the idea that we are getting close to 20% improvement in economy.
Feb 2008 Update
I recently had to travel on business to Liverpool and back in the same day - I don't recommend it. Previously I had got close to 500 miles before i needed to fill up - on this trip i actually did 638 miles before needing to fill up. Thats a 27% increase in miles per gallon - i think thats impressive - and it wasn't driving with a particularly light foot.

A colleague used Ethos FR in his H registered Peugeot 205 Diesel with over 130,000 miles on the clock. This car has definitely seen better days but it ran. After just a few days with Ethos FR in fuel tank and oil system the smoke reduced on startup and running and power increased. So much so that on a hill in Cornwall that he regularly travels up to work he tells the story that he used to have to drop to 3rd or sometimes even 2nd gear from 4th or 5th. Since using Ethos FR he can now climb the hill in 4th gear with ease and even accelerates.His fuel consumption has improved by at least 15% and the car continues to perform better than ever thought possible.

Sam's car is 5 years old and has done close to 100,000 miles and is used every day and clocks up over another 1500 miles per month. Being a normally aspirated diesel it was expected to do 50+ miles per gallon and more on a long run especially if driven carefully. 28.05.08 Government's approach to high fuel prices 'completely wrong'
Gordon Brown, writing in the Guardian today, called for "enhanced dialogue between consumers and producers, such as OPEC, in order to maximise supply streams." Business Secretary John Hutton has announced plans to allow further oil field developments in the North Sea, and Energy Minister Malcolm Wicks has also been talking in the media about possible solutions to the fuel crisis.
However, the one person who has stayed oddly silent on the matter is the only person UK motorists and hauliers really want to hear from - Alistair Darling.
The real cost of fuel is a fraction of the 115.1p and 128.2p current UK average, which has increased almost every day for the last 6 weeks. The price motorists pay at the pumps is so much higher because the tax rate on fuel is among the highest in Europe. The Government cannot control the oil markets, but it does have the power to reduce price instantly with an emergency tax cut.
This how a litre of fuel breaks down at today's prices:


This puts tax on unleaded at 67.5p and diesel at 69.4p. According to the Association of European Automobile Manufacturers fuel tax is around 31p in Spain, 45p in Italy, 48p in France and 52p in Germany.
The Treasury says that delaying or scrapping the 2p duty rise currently planned for October may be an option, but there is no commitment to address fuel tax until the autumn.
The solution to high fuel prices is an issue for the Chancellor not the Business Secretary - we've heard from Gordon Brown and John Hutton, but Alistair Darling has been silent. He clearly doesn't want to do another tax U-turn after the 10p fiasco, but the quickest and most effective way to reduce prices would be to scrap the VAT on fuel immediately.
Producing more oil is not the answer - and will only delay the problem of soaring demand. It will bleed us dry of our last valuable national resource and leave us at the mercy of the Middle East oil-producing nations.
The Government's response to high pump prices and the fuel protests is completely wrong, and shows they lack a basic understanding of principles a GCSE student could explain. An emergency tax cut combined with investment into alternative resources is the answer, but the Government actions show that either that the Treasury wants to continue to rake in revenue from already over-taxed motorists, or that Alistair Darling it too scared to stand up and confront the wrath of UK motorists.
11.5% of stations (847) are currently selling unleaded at £6 a gallon (131.9p) - that figure has more than doubled since Thursday (22.05.08).
The national average for unleaded smashed through the £5 a gallon barrier earlier this month, and the latest figures show that 99.9% of stations across the UK are now selling at or above this price (109.9p per litre).
The UK has now had 6 weeks of record-breaking prices where each day has broken the record of the day before. In that period national average price of unleaded has risen 7.3p, from 107.8p to 115.1p. Diesel has risen an eye watering 11.4p per litre in the same time, from 116.8p to 127.2p.

The car has just had its annual MOT and it sailed through its emissions test with absolutely no problem. We've done the oil change and the filter change and the good news keeps on coming. Even though i've been doing mainly short journeys around town the emissions average was less than 20% of the permitted maximum. Recently we drove 700 miles on a single tank of fuel - our previous best was just about 600 miles. Ethos FR goes from strength to strength. RB 10 Jan 2008

Esters have been used successfully in lubrication for more than 50 years and are the preferred stock in many severe applications where their benefits solve problems or bring value. For example, esters have been used exclusively in jet engine lubricants worldwide for over 40 years due to their unique combination of low temperature flowability with clean high temperature operation. Esters are also the preferred stock in the new synthetic refrigeration lubricants used with CFC replacement refrigerants. Here the combination of branching and polarity make the esters miscible with the HFC refrigerants and improves both low and high temperature performance characteristics. In automotive applications, the first qualified synthetic crankcase motor oils were based entirely on esters and these products were quite successful when properly formulated. Esters have given way to Polyalphaolefins (PAOs) in this application due to PAOs lower cost and their formulating similarities to mineral oil. Nevertheless, esters are nearly always used in combination with PAOs in full synthetic motor oils in order to balance the effect on seals, solubilize additives, reduce volatility, and improve energy efficiency through higher lubricity. The percentage of ester used in motor oils can vary anywhere from 5 to 25% depending upon the desired properties and the type of ester employed.
Ester lubricants have already captured certain niches in the industrial market such as reciprocating air compressors and high temperature industrial oven chain lubricants. When one focuses on high temperature extremes and their telltale signs such as smoking, wear, and deposits, the potential applications for the problem solving ester lubricants are virtually endless.
In many ways esters are very similar to the more commonly known and used synthetic hydrocarbons or PAOs. Like PAOs, esters are synthesized form relatively pure and simple starting materials to produce predetermined molecular structures designed specifically for high performance lubrication. Both types of synthetic base stocks are primarily branched hydrocarbons which are thermally and oxidatively stable, have high viscosity indices, and lack the undesirable and unstable impurities found in conventional petroleum based oils. The primary structural difference between esters and PAOs is the presence of multiple ester linkages (COOR) in esters which impart polarity to the molecules. This polarity affects the way esters behave as lubricants in the following ways:
Volatility: The polarity of the ester molecules causes them to be attracted to one another and this intermolecular attraction requires more energy (heat) for the esters to transfer from a liquid to a gaseous state. Therefore, at a given molecular weight or viscosity, the esters will exhibit a lower vapor pressure which translates into a higher flash point and a lower rate of evaporation for the lubricant. Generally speaking, the more ester linkages in a specific ester the higher its flash point and the lower its volatility.
Lubricity: Polarity also causes the ester molecules to be attracted to positively charged metal surfaces. As a result, the molecules tend to line up on the metal surface creating a film which requires additional energy (load) to penetrate. The result is a stronger film which translates into higher lubricity and lower energy consumption on lubricant applications.
Detergency/Dispersency: The polar nature of esters also makes them good solvents and dispersants. This allows the esters to solubilize or disperse oil degradation by-products which might otherwise be deposited as varnish or sludge, and translates into cleaner operation and improved additive solubility in the final lubricant.
Biodegradability: While stable against oxidative and thermal breakdown, the ester linkage provides a vulnerable site for microbes to begin their work of biodegrading the ester molecule. This translates into very high biodegradability rates for ester lubricants and allows more environmentally friendly products to be formulated.

UK average petrol and diesel prices continue to hit record highs, propelled not only by soaring oil prices but the impact on supply of European refinery maintenance problems. With oil prices touching $115 a barrel, a £5 petrol gallon looks increasingly to be on the cards.
Nationally, unleaded prices have risen by 1.3ppl to 108.1ppl in the past month. Diesel prices have risen by 3.1ppl to 117.4ppl. The price difference between unleaded and diesel has risen from 7.5ppl to 9.3ppl.
London recorded the highest price for unleaded at 108.7ppl followed by Northern Ireland, East Anglia and the South East at 108.5ppl. Yorkshire and Humberside recorded the lowest price for unleaded at 107.2ppl. Wales recorded the highest diesel price at 118.3ppl. The North West and Yorkshire and Humberside still have the cheapest diesel at 116.7ppl.

Despite news on weakened demand, the price of oil once again rose to $100.10 a barrel on February 19th after a Texas refinery fire, rumors about OPEC production cuts, and evidence that the supply of oil is decreasing faster than demand of oil. Oil prices rose above $101 a barrel February 27, 2008.[54]Oil prices surpassed $103 a barrel February 29, 2008 as continued weakness in the U.S. dollar and the prospect of lower Federal funds rates attracted fresh capital to the oil market.[55]
Oil prices continued to rise to $104 on March 3, 2008 continued by the weakness in the United States dollar.[citation needed] The OPEC on March 5, 2008 accused the United States of economic "mismanagement" that it said is pushing oil prices to record highs, rebuffing calls to boost output and laying blame at the feet of the George W. Not too long ago the only person who would buy a diesel-powered car would be a farmer who didn't mind the distinctive knocking noise that sounded like a piston was about to burst through the engine casing.But, along the way, it became cool to own and drive diesel engines, some of which could even out-perform conventional petrol engine-powered vehicles.
Diesel has also been cheaper than petrol, at least in part because it has a lower fuel tax, R1,11 a litre compared with R1,27.
A couple of months back, driving past one of those service stations that advertises its prices on a large board on the street, I noticed that diesel was quite a bit more expensive than petrol. I thought that whoever had the job of putting up the prices had got the two mixed up.
But no, the Department of Minerals and Energy's latest prices for Gauteng show that diesel is about 50c or 60c a litre more expensive than petrol, depending on the octane rating and sulphur content. In Gauteng, 95 octane unleaded sells for R8,91 a litre while low-sulphur diesel costs R9,43, according to the department's website.
It is important to remember, though, that petrol is regulated at the pump, while diesel is not. Service station operators can charge any price they please.
You could be forgiven for thinking that the price differential has something to do with the electricity crisis, perhaps because Eskom's diesel-powered peaking plants are chomping so much fuel that this is boosting prices. But you'd be wrong.
Eskom can chomp all the diesel it likes and this will not affect the basic fuel price, which is calculated from a basket of selected international prices.
The problem is that diesel internationally is in huge demand. Petrol prices in countries such as the United States have even being slipping in recent weeks and crude this weak was slightly lower, trading at $100 a barrel. But not diesel.
There have been go-slows by truckers who are muttering darkly about the need for strike action because diesel has for the first time broken through the $4-a-gallon threshold.
Petrol (or gasoline as they call it) is much cheaper, the national average being $3,26 a gallon last week compared to diesel's $4,06. This works out to R6,39 a litre for petrol and R8,58 for diesel.
Diesel demand, my web research tells me, is being driven, as is most things, by rampant economic growth in China and India as well the drive to tighter fuel emission standards in Europe.
Reuters reported last week from Beijing that fuel stations on China's east coast were rationing diesel "despite assurances from Beijing that its refiners will ensure supplies at unprofitable state-set prices". One garage reportedly had a queue at least 1km-long.
In Guangzhou province, China's manufacturing hub, said Reuters, diesel sales were rationed to $42,56 a tank, enough to fill up a family car but just a small portion of a truck tank.
From Mumbai, the Economic Times reported that diesel consumption was growing at 20% a month this year, growing twice as fast as the country's gross domestic product.
Ashok Sinha, the MD of one refiner, the Bharat Petroleum Corporation, said diesel demand was being driven by a big increase in mining and quarrying, road construction as well as power production using diesel.
The acute shortage of power all over the country led to the extensive use of diesel to power generators and larger power plants, the Economic Times said.
In Europe, a massive switch to more efficient diesel cars is also putting upward pressure on demand. Diesel sales are up by 40% in Britain over the past decade, according to Reuters, citing the Energy Institute. Petrol sales fell by 17% during the same period.
Diesel is now used by 64% of motorists in the five major European economies (Britain, France, Germany, Italy and Spain), the report said, adding that a Swiss research institute had predicted that diesel will account for 80% of transport fuel sales in about 10 years.
South Africa consumes about 25-billion litres of fuel a year, of which about 40% or 10-billion litres is diesel.
Truckers in diesel price protest
Lorry drivers protesting against the "rocketing" price of diesel have arrived in a convoy in central London.
The organisers presented a coffin to the Houses of Parliament to represent hundreds of haulage firms they claim have gone bankrupt as a result.
It follows a 48-hour strike at Grangemouth oil refinery in Scotland in a dispute over pension changes.
Tuesday's protest has been organised by TransAction 2007, one of the groups behind fuel protests in 2000 which caused 90% of petrol stations to run dry.
The convoy started off in Kent and headed up M2 motorway into the capital.

Organisers said fuel for a typical articulated lorry now costs up to £1,000 per week.
The problem was exacerbated by foreign hauliers who arrive in the UK "full to the brim with cheaper fuel", spokesman Mike Presneill said.
"Our industry is the lifeblood of the UK economy," he added.
"Fuel is rising on a daily basis. It is now at levels that are bankrupting hundreds of small and medium-sized haulage companies."
First to arrive was driver Mick Clifton, 37, who works for the JS Cook company based at Moulton Chapel in Lincolnshire.

He said: "The price of fuel at the moment is ridiculous. We just don't know whether our jobs are going to be safe.
"If Gordon Brown doesn't do something about this soon he'll be out of office."
The Road Haulage Association's chief executive Roger King has urged the government to abandon plans to raise fuel duty by 2p next October.
He said: "We support a peaceful and legal protest and that is what this is. We think such an exercise helps underscore the real feelings hauliers have."
Protesters have also handed a letter summarising their grievances to the Houses of Parliament, together with a copy of the 2005 Burns Inquiry.
The independent inquiry into the effect of fuel taxation found that the level of diesel duty in the UK was higher than the average EU rate.

A regularly serviced car will be more efficient on fuel. There are several major factors to consider:Keep tyres pumped up to the correct level, you can find the correct pressure for you vehicle from your vehicle handbook. If you do not have the handbook you should be able to find out the correct tyre pressure for your make and model from the sign next to the air at the petrol station.
Fuel economy can be improved by 5% by keeping your tyres inflating to the correct pressure and using the recommended motor oil.
Replace your air filter when necessary.
Use the recommended fuel and oil for your vehicle for best fuel efficiency.
Don't be Lazy
Avoid taking lots of short journeys where possible. Try and combine short trips so that once you warm up the engine, you keep it running for a while. Continually warming up your engine for lots of short errands will waste fuel.
Keeping Cool
Think about your in car ventilation. Try not to excessively use your air conditioning as this will cause your car to burn more fuel. On the other hand, driving with the windows down is also inefficient as the drag on the car increases, especially at high speeds. Use air conditioning for motorway driving only when necessary and wind the windows down on slower journeys.
Safer and Slower
Avoid erratic driving. By flooring the accelerator at the lights when in a rush or slamming on the brakes when driving too fast you will increase your cars fuel consumption. Try and accelerate and brake smoothly and steadily to improve fuel economy as well as your road safety.
Drive at the recommended speed. If you drive too fast you will soon notice your fuel gauge dropping just as quickly. Every 5 miles per hour that you drive over 60mph can reduce your fuel economy by 10%.
Lose Excess Weight
Avoid driving with an unnecessarily full car. An empty roof rack or a full boot will add to your fuel consumption.
Avoid Idling
Avoid excessive idling of your engine. Many people run their engines whilst stationary in order to warm them up but the car is then consuming fuel but not going anywhere. If waiting somewhere for more than a few minutes, e.g. waiting to pick someone up or waiting in a non moving traffic jam then it is often more economical to switch the engine off. Idling also adds to pollution.
Top Gear
Drive in the correct gear. Most fuel is consumed in the lower gears when starting as more power is needed but when driving at higher speeds you should drive in the highest gear possible for best fuel economy.
Keep It Clean
Keep your car clean. It's not all about looking good! Apparently a washed and waxed car has better aerodynamics which improves fuel economy. This would really apply to longer journeys at higher speeds and may not be a huge amount, but every little helps!

How Diesel Fuel Is Made
Petroleum diesel is a "distillate" refined from crude oil. There are various grades or types of distillates, but Number 2 (No. 2) distillate is the primary source for the motor diesel fuel consumed in the U.S. It is also used as a fuel oil for heating buildings and by industry.
Diesel fuel is No. 2 distillate with a relatively low sulfur content. New U.S. Environmental Protection Agency (EPA) standards for diesel fuel sulfur content started in 2006. By June 1, 2006, 80 percent of the on-highway diesel fuel sold in the U.S. had to be Ultra-Low Sulfur Diesel (ULSD) fuel with a sulfur content of no more that 15 ppm, replacing most Low Sulfur Diesel (LSD) fuel, which contains a maximum of 500 ppm sulfur. By December 1, 2010, all on-highway diesel fuel must be ULSD fuel. New standards for diesel fuels for off-highway consumption will begin to phase-in in 2007. U.S. petroleum refineries produce an average of 7 to 8 gallons of diesel fuel from each 42-gallon barrel of crude oil.
How Diesel is Used
Nearly all semi-trucks, delivery vehicles, buses, trains, ships, boats and barges, farm, construction and military vehicles and equipment have diesel engines. In 2006, diesel fuel accounted for about 16% of total refined petroleum products and 77% of the total distillate consumed in the U.S. On-highway motor vehicles use about 75% of total diesel fuel, with the rest consumed by "off-highway" construction, farming equipment, military and railroad vehicles and equipment, and marine craft.
Where Diesel Fuel Comes From and How It's Supplied to Retailers
Most diesel fuel consumed in the U.S. is produced in U.S refineries. In 2006, about 5.7% was imported from foreign countries, mainly Canada and the Virgin Islands. U.S. refineries produce diesel fuel from domestically produced and imported crude oil, of which about 66% was imported in 2006. Most diesel fuel is transported by pipeline (some by barge and rail) from refineries and ports to terminals near major consuming areas, where it is loaded into tanker trucks for delivery to individual refueling stations.
WHAT ARE THE COMPONENTS OF THE RETAIL PRICE OF DIESEL FUEL?
The cost to produce and deliver diesel fuel to consumers includes the costs of crude oil, refinery processing, marketing and distribution, and retail station operation. The retail pump price reflects these costs and the profits (and sometimes losses) of the refiners, marketers, distributors, and retail station owners. The relative share of these cost components to the retail price varies over time and among regions of the country. Figure 3 illustrates the percentage share for each major cost element of the national average retail price in 2006. The price on the pump also includes Federal, State, and local taxes. In 2006, Federal excise taxes were 24.4 cents per gallon and State excise taxes averaged about 21.8 cents per gallon.2 Some States and county and city governments levy additional taxes. The retail price also reflects local market conditions and factors such as the location and the marketing strategy of the owner. Some retail outlets are owned and operated by refiners, while others are independent businesses that purchase diesel fuel for resale to the public.
