The right to use music
Buying a sample CD gives you the right and the legal basis to use its samples, even in a professional music-production. Sometimes the use of a sample in a commercial production must be reported, but a further fee should not be charged in this case.
Not included is the right to re-sell the samples; usually samples have to be embedded within a soundtrack. So don“t mess up: buying a Sample CD does not mean that you get an ownership on the samples hereupon. Only the right to use them is granted. However, a look at the Terms of Use is recommended.
What about free music samples? The web is full with free download offers. But not everything is legal. Keep an eye on the source to avoid copyright infringements.

Sample CDs provide a large variety of music styles
What are you looking for? Drums, beat and groove - as single sound samples or as drumloops? Voices? Solo instruments (trumpet, bass, guitar, saxophone, classic orchestra, keyboards)? Or just FX sample-CDs?
Sample CDs also may differ in style: Blues, Techno, Drum and Bass, Hiphop, House, vintage style sounds, ethnic sounds and grooves, as loops, or as one-shots, whatever - there is nothing, what is not available as a sample.
Samples are delivered on CD, DVD or download; they are shipped with computers (Apple), or delivered as huge sound-libraries for software, or electronic instruments.
Formats can be simple Audio CDs, or data formats like AIFF or WAV, which sometimes also may depend on a specific sampler, such as REX, Reason ReFill, Acid, Gigastudio, Kontakt NI, Halion or EXS 24.
