Zappos Carries Women's Shoe Sizes 3 through 18 

The last time I checked their inventory, Zappos.com
carried sizes 3-18. I checked their inventory, and found that in size 18, they don't have much - mainly accessories and socks. In women's size 17, they have some Van's tennis shoes, but mostly socks. In women's size 16, they have 16 pairs of shoes, some socks and accessories. For size 15 women's, the selection greatly improves - 50 pairs of shoes, including flats, some dressy enough to be worn with a dress, walking shoes, and running shoes.
