No government has the right to legislate the reproductive status of your dog (or cat, bunny, hamster). As long as you are a responsible pet owner then you should be able to make your own decisions about that pet shouldn't you?

Always pick up after your dog
Socialize your dog
Teach basic commands
Provide guidance & discipline
Always supervise play with children
Crate train your dog
Set a good example
Leave breeding to the experts
Do not buy from puppy mill, BYB, broker or pet store
Protect your right to own dogs
Always keep your dog under your control
Walk your dog on a loose lead
Travel safely
Provide affection, love and attention
