Travel and daily allowances to central Govt employees in India

Sixth pay commission's recommendations regarding travel facilities to central govt employees have been accepted by the Govt. with slight modifications consequent upon changes in the pay band and grade pay. The major decisions concerning travel entitlement for journeys within the country and journeys abroad, mileage allowances and LTC ( Leave Travel Concession) are given below.

Travel entitlement within the country

Grade pay (Rs 10,000 and above): Business /Club class by air/AC First Class by Train

Grade Pay (Rs 7600, Rs 8700 & Rs 8900): Economy Class by air/AC First Class by train

Grade Pay (Rs 5400 and Rs 6600): Economy Class by air/AC II tier by train

Grade Pay (Rs 4200, Rs 4600 & Rs 4800): AC II Tier

Grade Pay (Below Rs 4200): First Class/AC III Tier/AC Chair Car

Journey in case of places not connected by train

- Travel by AC bus for those entitled to travel by AC II Tier and above; travel by Deluxe/Ordinary bus for others

Journey in case of places connected by train

- Road travel by any means of public transport; total fare should not exceed the train fare by entitled class
- Any use of mileage points for private purpose will attract departmental action.

International Travel

i) Cabinet Secretary/Secretary to GOI and equivalent: First Class

ii) Grade Pay of Rs 1000 & above: Business/Club Class

iii) Others: Economy Class

Journeys by Sea or River Steamer

Grade Pay Rs 5400 and above: Highest Class

Grade Pay Rs 4200, Rs 4600 & Rs 4800: The lower class if there are two classes on steamer

Grade Pay Rs 2400 & Rs 2800: Lower Class if two classes on steamer; middle/2nd class if 3 classes; 3rd class if 4 classes

Grade Pay: Less than 2400: The lowest Class

Travel between mainland and the Andman & Nikobar Islands & Lakshadweep group of Island By the ships of Shipping Corporation of India Ltd.

Grade Pay Rs 5400 and above: Deluxe Class

Grade pay: Rs 4200, Rs 4600 and Rs 4800: First/" cabin="cabin" class="class">Grade Pay: Rs 2400 and Rs 2800: Second/"B" Cabin Class

Grade pay: Less than Rs 2400: Bunk Class

Mileage allowance for journey by road

Grade pay: Rs 10,000 and above: Actual fare by any kind of bus (including AC), at prescribed rates by AC Taxi or any other mode

Grade pay: Rs 4200 - Rs 8900: Same as for
Grade Pay Rs 10,000 except AC Taxi

Grade Pay: Rs 2400 - Rs 4200: Actual fare by any type of public bus except AC or at prescribed rate by any auto-rickshaw or own scooter/moped/moped etc

Grade pay: below Rs 2400: Actual fare by ordinary public bus or at prescribed rate by any auto-rickshaw or own scooter/moped/moped etc

Mileage allowances for road journeys for places with unspecified rates

i) Own car/taxi: Rs 16 per Km

ii) Auto-rickshaw/own scooter etc: Rs 8 per Km

iii) Bicycle: Rs 1.20 per Km

Transfer grant and packaging allowance: (Major changes)

1. One months salary as Composite Transfer Grant : if both the station are located at 20 km or more,

2. One third of composite transfer grant : If old and new stations are within 20 km in the same city

3. In case of both husband and wife employed, where the transfer takes place within six months, but after 60 days of the of the transfer of the spouse, 50% of the transfer grant on transfer shall be allowed to the spouse transferred later. If both the transfers are within 60 days then no grant will be admissible to the spouse transferred later.

Transportation of Personal Effects

Grade pay of Rs 7600 and above: 6000 kgs by goods train/4 wheeler wagon/1 double container; Rs 18/km for transport by road (Rs 0.30 per kg per km)

Grade pay of Rs 4200 to Rs 6600): 6000 kgs by goods train/4 wheeler wagon/1 single container; Rs 18/km for transport by road (Rs 0.30 per kg per km)

Grade pay of Rs 2800: 3000 kg; Rs 9/km for transport by road (Rs 0.30 per kg per km)

Grade pay less than Rs 2800: 1500 kg; Rs 4.60/km for transport by road (Rs 0.30 per kg per km)

Transportation of Conveyance

Grade Pay of Rs 4200 and above: One motor car etc or one motor cycle/scooter, or one horse

Grade Pay less than Rs 4200: One motor cycle/scooter/Moped, or one bicycle

TA Entitlement of Retiring Employees

- One month salary as composite grant to those who settle down at a distance of 20 km or more

- Transfer incidentals & road mileage are subsumed in the composite transfer grant and not admissible separately

- One third of composite grant to those who settle within 20 km of last station of duty

TA/DA rates and mileage allowances will increase by 25% automatically whenever dearness allowance goes up by 50%.

Leave travel Concession

- Parents/step parents included in the family irrespective of condition whether residing or not residing with employee

- Fresh recruits will be allowed to travel 3 times to home town and once (4th occassion) to any place in a block of 4 years and this facility will continue to 2 blocks of 4 years

- Air journey by private airlines will be admissible

- Same travel entitlements for both LTC and official tours.

- No daily allowances for travel on LTC.
travel to be performed in vehicles operated by the Government or any Corporation in the public sector run by the Central or State Government or a local body.

- encashment of Earned Leave upto 10 days along with LTC to the extent of total of 60 days, and non-deduction of these Earned Leaves from the maximum amount of Earned Leave (300 days) encashable at the time of retirement.

Daily Allowance on Tour

Grade pay: Rs 10,000 and above: Reimbursement for Hotel accommodation/guest house - up to Rs 5000/day, reimbursement of AC taxi charges (50 km within the city), reimbursement of food bills not exceeding Rs 500/day

Grade pay: Rs 7600 to Rs 8900: Reimbursement for Hotel accommodation/guest house - up to Rs 3000/day, reimbursement of non- AC taxi charges (50 km within the city), reimbursement of food bills not exceeding Rs 300/day

Grade pay: Rs 5400 to Rs 6600: Reimbursement for Hotel accommodation/guest house - up to Rs 1500/day, reimbursement of taxi charges (upto Rs 150 per diem within the city), reimbursement of food bills not exceeding Rs 200/day

Grade pay: Rs 4200 to Rs 4800: Reimbursement for Hotel accommodation- up to Rs 500/day, reimbursement of taxi charges (upto Rs 100 per diem within the city), reimbursement of food bills not exceeding Rs 150/day

Grade pay: Below Rs 4200: Reimbursement for Hotel accommodation- up to Rs 300/day,reimbursement of taxi charges (upto Rs 50 per diem within the city), reimbursement of food bills not exceeding Rs 100/day
