The buyers of turnkey websites certainly can make money with their new ready-made online businesses, yet it does depend on:
1) The niche, topic, product(s), service(s) the website represents, whether there is a demand for it.
2) How well the turnkey website is designed (especially for SEO, structure for visitor browsing, ordering ease, etc.)
3) How much time the buyer will devote to learning about and/or marketing the turnkey website.
4) Other factors like if the site is unique or one of 100's, etc.
If the niche, product or service is not in demand, the website would definitely have a hard time becoming profitable. If the turnkey site is designed poorly, non-SEO or otherwise; and if the scripts, forms, ordering process is poor, it would have problems too.
If the person buying the website (either new to making money online or even hugely busy with other online endeavors), does not have the time to devote to internet marketing techniques, the website will not be profitable.
Finally, if the turnkey website has so many duplicate copies floating around online, and the buyer does not edit it to make the content unique, it may have a hard time being indexed by Search Engines.
Yet, if you flip these factors around ...
The turnkey website represents an in demand niche, product(s), service(s); the site is designed expertly, the buyer will take the time to learn and/or consistently market it; the site is unique; then the turnkey website could very well become quite profitable!
