The goal of this law is to stop financial institutions from enabling gambling where it is illegal, not criminalize the actual player. You can read more about the act here. However while certain states, LA and WA, consider online gambling a felony, others, namely, IL, IN, MI, NV, NJ, NY, OR, SD, WI have restrictions, for example, microgaming casinos are restricted here.
Needless to say, that in the wake of the "Unlawful Internet Gambling Enforcement Act" it's become more and more difficult for U.S. players to know which online casinos accept U.S. players, or rather which online casinos they can still legally deposit at.
