A watchmaker is an someone who makes and repairs watches. Today's watchmaker will more likely be found repairing a watch than creating a watch.

A skilled watchmaker can usually make watch parts, too.

A watchmaker works primarily on watches, not clocks. Watches and clocks are not the same.  The tools and skills needed to work on a watch don't always apply to working on a clock.
