The best practice for most organizations is to use a email service provider (ESP) as they are very proactive dealing with spam complaints and have personal relationships with all major ISPS. In fact, they usually are practically whitelisted by the ISP when they have proven themselves.
Sending anything more than just a couple email newsletters directly from your own networks is asking for problems unless you have the resources (time, money, and people power) to handle spam complaints immediately and work directly with all the major (and sometimes minor) ISPs.
Email service providers are so cheap these days rarely can you justify the investment of resources to do it yourself.
