A story is very important but many Hollywood blockbusters have stories that just flop. If production values are bad then people will have a negative view regardless of the story. Remember though production values are how good the film looks, not how much money you spend. I recently competed in a 48 hour short film challenge with a budget of under £5 and it looks better than some shorts I've seen with £600+ budgets.
