If you are thinking about building a site using WPMU you should already be experienced user of Wordpress with at least basic knowledge PHP and MySQL database. It is definitely NOT for beginners.

I would say Wordpress MU can be used for various online projects however the main purpose would be building online communities. You can create and manage large communities where members have their own blogs within that community. The best examples of such communities are Wordpress.com and Edublogs.org.
