Blizzard has announched the signup for beta testing the Wrath of the Lich King. You can sign up for the beta testing at using WoWs opt in page on their homepage but this does not guarantee you will be selecte. Hard core World of Warcraft players I'm sure are scrambling to be the first ones signed up for the privlige to be the first ones to see and play the Wrath of the Lich King.
