I'll be honest, it might not actually be the best way to help homeless people but, with a "best way" in hand, perhaps more people will be confident enough to take some action. This approach is based on my experience as a homeless person and as a person who worked with homeless people and who has taken homeless people into my home as well as from my research on the issue.
